Council has provided six-month contracts to people who were rendered unemployed by the Coronavirus Pandemic or who were out of work for a longer period.
The new staff will fill roles in administration, data collection, communications, cleaning, and trades - working across the shire from bases in both Stawell and St Arnaud.
Council announced in May that 26 new temporary roles would be created to help the region recover from the impacts of COVID-19 on the local economy and residents' livelihoods.

Council was successful in securing $1.1 million in funding under the program which would allow for the council to recruit and keep the new employees in work.
Northern Grampians Shire Council chief executive Liana Thompson said more jobs were available.
"We've had a really great response to the jobs that have been advertised to date but we are still on the lookout for more staff," she said.
"Particularly, we are looking for more people to help out in the northern end of the shire as there hasn't been quite as many applications from around the St Arnaud area."
"We want local people to fill these local roles and support the local community."
