The state football body has declared no training, competition, or Auskick programs can be held in metropolitan Melbourne during stage three restrictions.
For the rest of the state, full-contact training and competition can continue for people aged 18 years and under.
A Wimmera and Grampians junior competition - with Horsham District league clubs, Wimmera league clubs and hybrid teams - is scheduled to start on July 25.
Small outdoor non-contact training can continue in groups of up to 20 for seniors, but clubs must strictly adhere to a maximum of two groups.
"The health and well-being of fans, players, umpires, officials, partners, volunteers and communities has been our number one priority during the COVID-19 pandemic," an AFL Victoria statement read.
"We have a responsibility to be part of the whole of community response to slow this COVID-19 virus down in Victoria - and in doing so, help the broader community and our health systems to cope.
"AFL Victoria's response to the COVID-19 pandemic has always been in line with government and chief health officer advice regarding returning to train and play in a safe environment. This continues following the Victorian government announcement today of return to stage three restrictions to metropolitan Melbourne and Mitchell Shire LGA.
"AFL Victoria and community leagues will continue to work with the state government so that any resumption of community football activity in Victoria does not compromise the health of individuals or the community. If that advice changes then AFL Victoria and community leagues will act accordingly.
"It is a challenging time for the entire community and AFL Victoria will continue to act in line with government advice to ensure it is in the best interest of all Victorians."
