Premier Daniel Andrews on Wednesday confirmed 11 cases were linked to known outbreaks and 123 were under investigation.
It comes as residents in metropolitan Melbourne and the Mitchell Shire, north of the city, prepare to go into stage three lockdown from midnight Wednesday.
The location data of the new cases has not been revealed as yet. As of Tuesday, there were no active cases in Ballarat.
More than one million coronavirus tests have been conducted in Victoria.
There were 29,424 people tested on Tuesday, with more than 1 million tests now done since January.
Addressing the media on Wednesday morning, Premier Daniel Andrews said protecting regional Victoria remained one of the key priorities.
"We have got a unique challenge, in that we have significant community transmission but, at the same time, we have vast areas within regional Victoria where there is no community transmission," he said.
Victoria Police Chief Commissioner said his members would strictly enforce the new restrictions as of midnight on Wednesday.
"We'll have 700 more police involved in Operation Sentinel," he said.
"It won't be an absolute ring of steel, but there will be a significant police presence and a whole amount of those main arterial roads you'd expect to see.
"We're going to be checking people. We're going to be making sure they're adhering to those guidelines.
"If you don't have a reason to leave, you will be turned back around. If someone breaches those guidelines and leaves when they shouldn't, you'll receive an infringement: $1652. We'll have massive booze bus-type operations.
"We'll have automatic number plate recognition. We'll have our teams out there and you would expect and have seen in the past the public order response teams. We'll have mounted branch. We'll have the Highway Patrol."
