"It's tricky at the moment because everyone has to make policies on the go," Mr Bell said.
"Our club usually plans major projects 12 months ahead, but with the restrictions, we don't know if all projects will be achievable.
"I am currently organising our first meeting back on Wednesday which will be different because only 20 people can attend."

Mr Zane has been involved with the Rotary Club for seven years and has been a board member for three years.
On Wednesday 1 July the Rotary Club of Horsham East held its annual changeover dinner at the Olde Horsham Restaurant.
Former president Tom Gallagher handed the baton over to president-elect Zane Bell with only 20 members present due to social distancing rules.
"The changeover dinner went really and I chose a Scottish theme for the dinner," Mr Bell said.
"My sister recently did our family history, and we have a strong Scottish background.
"Most of us got dressed up and we wore kilts ... we also had Scottish flowers and I named each table after one of my Scottish ancestors."
Before the pandemic, the Rotary Club had organised the 2020 Wimmera Rotary East Art Fair which supports local artists and raises money for the community.
"We have put the art fair off until April and we are also unsure about our catering commitments at local events," Mr Bell said.
"This has been a hard year for all local service clubs."
