It will open to small bookings for meetings and events from August 3.
In a statement on Tuesday afternoon, venue manager Shana Maitke said the Pynsent Street entrance to the building would be aligned to Horsham Regional Art Gallery hours.
These are Monday to Friday from 11 am to 3 pm.
"A staggered approach which is fully informed and responsive to the current State and Federal guidelines will enable venue staff to re-open, address key community interest in future visitation to live performances and provide greater activation of the precinct, including customer traffic for surrounding businesses," the statement read.

"The venue will gradually and appropriately rebuild community confidence and resilience to help re- start, host and activate local social, cultural and business initiatives. Including supporting and reactivating the events sector and the heavily impacted arts, cultural and tourism businesses.
All visitors to the venue will be required to register details with staff and adhere to the time limits.
The first event scheduled for the town hall theatre is "Fifty Shades: A musical parody" from September 4 to 5. The event was rescheduled from earlier this year, with all tickets refunded or transferred to the new dates.
The exhibitions "Megan Evans: 'Proof'" and "Re-discovered" are showing at the art gallery until August 23 and October 11 respectively.
