There are currently no active cases in the Northern Grampians or Ararat.
Victoria recorded 374 new cases in the past 24 hours - the second largest daily increase in the state since the pandemic began.
There are also three more deaths due to the virus, raising the total to 42. Three women in their 100s, 90s and 80s died in the last 24 hours.
Of the new cases, 62 are linked to known and contained outbreaks and 312 are under investigation.
On Tuesday, Victorian Premier Daniel Andrews applauded the amount of people wearing masks in the community.
Masks will be mandatory in Melbourne and the Mitchell Shire from Thursday.
"It is heartening to see people listening to those messages and embedding face mask wearing as part of the daily routine," he said
"It makes a significant contribution given the amount of virus we have out in the Victorian community."
