Robyn Gulline, who has lived in the agricultural suburb for 25 years, said "many people" had asked her to consider running in recent years, and she felt now was the right time.
"I'm not making any declarations on projects. I really don't have a platform I'm standing on per se, except that I will fully assess every issue and I will canvas a wide variety of opinions and make an informed decision at the appropriate time," she said.
"I will be truthful and honest, objective and i intend to communicate my decision, whatever that may be. I fully expect not everyone will agree with every decision I make, an tat is OK, but I will be accountable."
OTHER CANDIDATES:
Ms Gulline has served terms on the Wimmera Southern Mallee Regional Partnership, Regional Development Australia Grampians, the Wimmera Development Association and leadership Wimmera.
She has chaired committees for the council, including that of the Horsham Urban Transport Project, Horsham Rural Road Network, and the Victorian Farmers Federation Industrial Association.
She said being on the council after these engagements would provide her with a different perspective.
"My son will definitely continue on in the area on the farm, so I just want Horsham to be a great place to live for the day my children have children," she said. "We need to keep evolving."
The elections will take place between October 6 and 23 by post. Ratepayers must be enrolled to vote via the Victorian Electoral Commission by Friday, August 28.
