There are still two active cases in Horsham, and one active case in Ararat.

There are no active cases in West Wimmera, or the Northern Grampians, Yarriambiack and Hindmarsh shires.

Premier Daniel Andrews has warned against complacency and chief health officer Professor Brett Sutton has said masks are likely to remain a requirement in some form for many months to come.

"Masks will need to be part and parcel of our lives for some time after stage four (restrictions)," Chief Health Officer Brett Sutton said.

"It's a small impost, a small bit of personal responsibility that we can take for ourselves and others."

Mr Sutton said the downward trend was promising, but restrictions would not be lifted in full until community transmission was eradicated in the state.

"If we've got no community transmission whatsoever, then I'm not going to be recommending masks beyond that... if we can get there.," he said.

"There are other levels that we can get to where maybe we don't require masks in all settings at all times, in the way that it's recommended at the moment."

The announcements come after another 24 of numbers steadying at 182 new cases of coronavirus in the past 24 hours.

Sadly, another 13 people have died.
