But he says what's not changing is his passion for the community.
"I'm one who feels a bit disappointed by some of the actions by this council," he said. "We need councillors and council officers to achieve reasonable outcomes."
Mr Bowe said the council's plan to outsource its in-home aged care and disability services and the City to River masterplan were two issues that had not progressed the way he hoped they would.

"I would push for upgrades of roads, footpaths and sporting facilities (if elected)," he said. "I can't say which specifically, but I have spoken to people saying there are issues with footpaths and roads.
"We need to look after and value our older, vulnerable residents, as well as aged care and disability workers."
Mr Bowe said he would seek to be approachable, honest, well-researched and a good listener if elected.
A regular attendee at Horsham council's ordinary meetings, he is also a community representative on Horsham Aquatics Centre's Advisory Committee and a member of Business Horsham's executive committee.
In this latter capacity, he has sat on committees for the Horsham Urban Transport Plan, Horsham Integrated Transport Strategy Stakeholder Group and the Horsham Parking Consultative and Advisory Committee.

"In terms of what the current council has achieved, I think the completion and opening of Kalkee Road children's hub and community hub, the lobbying for passenger rail return and keeping the Overland going, improvement to Horsham Regional Livestock Exchange and the Youth strategy and Youth council are important.
"I have always wanted to see the return of Youth Council as Nexus Youth Centre had one in its early years."
Mr Bowe has lived in Horsham since 1997, and also run at the 2005, 2008, 2012 and 2016 council elections.
