At about 6pm in Ararat, officers imposed a $200 fine.
A police spokesperson, of Ararat, said the incident served a reminder for the public to follow the recommendations and guidelines set out by the chief health officer.
The DHHS said from 11:59pm on Sunday 2 August 2, every person living in Victoria must wear a face covering when they leave home.

The change followed a recent concerning increase in coronavirus (COVID-19) cases in Victoria and increasing evidence that wearing a face covering helps prevent the spread of coronavirus (COVID-19).
Wearing a face covering provides an additional physical barrier and helps to reduce community transmission.
