Premier Daniel Andrews has offered clarification on restrictions for Melburnians who work in regional Victoria, as active case numbers in the regions continue to fall.

There are now just 14 active cases in regional local government areas, down from 20 yesterday.
Mr Andrews said those who live in metropolitan Melbourne are allowed to travel to regional Victoria for work, even if their work is not a permitted industry in Melbourne.
That person must have a valid work permit, and not do anything that is allowed in regional Victoria under the 'third step'.
The Premier also stressed the primary rule was if you could work from home, you must work from home, regardless of industry.
"A person travelling from Metropolitan Melbourne to regional Victoria to work must have a valid work permit. The worker permit allows them to issue a permit to a worker who lives in Metropolitan Melbourne," Mr Andrews said.
"When a person from Metropolitan Melbourne is in regional Victoria, the Metropolitan Melbourne restrictions apply to them, even though they're not in Metropolitan Melbourne, the rules follow them to their work in regional Victoria.
Mr Andrews said those workers who live in metropolitan Melbourne were not allowed to dine at restaurants in regional Victoria.
"They can't be engaging in that activity if they are [are a permitted worker], they have a permit to go to work and then to return back to their home in Metropolitan Melbourne," he said.
MAKING NEWS ACROSS THE WIMMERA:
As of Wednesday morning, there were no active cases in the Wimmera.
One active case remained assigned to Horsham, though authorities have previously confirmed this is a person who contracted the virus in Melbourne and had not visited the region while infectious.
Overnight, the 14-day rolling average in regional Victoria decreased to 1.1.
"This shows without any doubt that our strategy is working," Mr Andrews said.
"You can't get to COVID Normal without effort, we are very proud of the work you are doing."
