He is the only member of the previous council running again.
Mr Power said he was seeking a second term to push for things that had been talked about in Horsham for years to start happening.
"There is so much unfinished work to complete," he said.
"We have done a lot of planning and opened a lot of doors, but we are yet to close any of those doors: Our sporting precincts like City Oval is still 40 years old, and how are we going to get inter-capital city basketball, football, netball and cricket in Horsham with our facilities?
"For some reason, we are not recognised as a regional city, and that really irks me.
"Getting the trucks out of town is a must: We've been talking about that for years and nothing has happened, so (I want to) to get back on to the council to reinforce and push that. I think it's one of the greatest needs we have for Horsham."
The other candidates:
Mr Power said he thought adding a roof to Horsham Regional Livestock Exchange and the Anzac Centenary Bridge were two major achievements of the last council.
He said he also wanted to promote Laharum and Wartook, and push for progress addressing suicide and Domestic and Family Violence if re-elected.
"As a community, we need to stand up and say we are against domestic violence. We know it's there, but there is not a lot of coverage or community activity about that and suicide," he said.
"As a council, we need to be upfront and pushing that just as much as our economic and tourism growth. We need to be out there advocating for funds.
"We don't have any accommodation places in Horsham, that can provide a victim and his or her family to go to in safety without travelling miles out of town."
Cr Power, a police officer by trade, is also involved in the Blue Ribbon Foundation, Horsham and District Football League and the YMCA.
