She did not have a valid reason to be outside her restricted area.
Police received multiple calls to the COVID assistance line, saying the woman was visiting the area every two weeks.
The incident occurred while metropolitan Melbourne was still under stage four restrictions.
In the past 24 hours, police issued 67 fines to individuals for breaching Chief Health Officer Directions.
There were 26,745 vehicles checked at vehicle checkpoints.
