The Community Reference Group will be part of the testing of ideas and development of community feedback into a concept plan to be presented in late 2021.
Mr Both said he hopes to foster discussion from all perspectives of the redesign.
"There's a lot of work to be done, planning to be done. The old cliché that you can't please everybody all the time you can only please some people all of the time. It will happen," Mr Both said.

"I spearhead the end result that we as a group get heard. We as a group have the ability to speak without any inhibition's about the situation, about the for or against.
"Whether or not it is going to get achieved to the grandiose plan that has been set so far, it just has to be discussed and put forward."
The City Oval redevelopment project was one of seven included in Horsham City Council's City to River master plan, and was the second to progress after the riverfront activation reached a detailed planning stage in 2020.
Mr Both said the committee's goal was to achieve a result amicable to everybody.
"I'm committed to working with other committee members to ensure we represent the community, and have excellent outcomes from this project," Mr Both said.

"As has been found in the discussion about the wider City to River master plan, there is a lot of desire to improve facilities for the community.
"We have a great opportunity to discuss and be informed by the ideas that have been put forward during the process already."
More than 700 people made submissions about the City to River master plan during its 2019 engagement period.
The community reference group with council in late January to discuss the redesign further.
