The change takes effect from 11:59pm on Friday. The restrictions currently allow for up to 15 visitors to the home.
It comes as Victoria records its 16th day without community transmission.
Mr Andrews urged Victorians to remain vigilant.
"Any event, whether it's at your home, whether it's out at a venue, needs to be COVID safe. We've got to all of us take these things seriously," he said.
The premier also announced changes to red and orange zones in New South Wales and Queensland, enabling more Victorians interstate to return home.
All but one of the local government areas in greater Sydney that are "red zones" will turn orange from 6pm today.
Blacktown City, Burwood, Canada Bay City, Canterbury-Bankstown, Fairfield City, Inner West, Liverpool City, Parramatta City and Strathfield municipality will become orange zones.
Cumberland will be the only local government area in NSW that remains a "red zone".
