South Australian Premier Steven Marshall said in a press conference the ban was for all residents of the state.
"This border closure is not just metropolitan Melbourne, it is for all of Victoria," he said.
"This includes our cross-border community members. This will be in effect while the five-day lockdown in Victoria is in place."
Meanwhile, NSW residents who have been in Victoria in the last 14 days will have to isolate at home and follow the rules implemented during Victorian governments five-day lockdown.
The announcement has caused confusion among Border residents as NSW Health has not yet announced whether there will be any exceptions in place for cross-border communities.
The NSW Department of Health and Health Minister's office has been contacted for clarification.
"The new Order will require anyone who has been in Victoria at any time on or after Friday 29 January 2021, remains at their home or place of residence for the five-day period announced by the Victorian government," it said.

"People now in NSW who have been in Victoria on or since January 29 will be permitted to leave their places of residence for the same four reasons allowed under the Victorian restrictions."
The department also said people who are subject to the Victorian restrictions should not be travelling to NSW unless they are permitted to do so.
The state has strongly advised against all non-essential travel to Victoria and said anyone who does travel to the state will be required to follow the stay-at-home restrictions on their return.
