At a Horsham City Council meeting on March 1, Cr Les Power motioned the re-application. Cr Power said the funding would prove crucial to Horsham's development.
"The magic word here is 'invitation', an invitation from a state government to actually apply for funding. I think that is rather important actually," Cr Power said.
"This is something we really need; we need to have funds coming in from state and federal governments.
"Grants like this will only ever be good for us. We should apply for as many as possible so we can achieve what we could achieve."

A 'local contribution' of $350,000 from the Australian Government Local Roads and Community Infrastructure fund has also been allocated to the project.
Cr Di Bell motioned the Council to assure the extra $350,000 in funding would be put to other uses should the Victorian government application fail.
In August 2020, the Council was unsuccessful in its funding application for the proposed Horsham Regional Water Play Park; however, it received an invitation to reapply for funding in December 2020.
The funding will come from the Victorian government's Community Sports Infrastructure program, which aims to support local sporting organisations to continue shovel-ready projects.
Cr Penny Flynn said the proposed water play park would encourage post-lockdown activities.
OTHER NEWS:
"The children will be able to be inquisitive to what they can find, and it will also encourage them to do more and see what they can achieve," Cr Flynn said.
"I think this is really great because this is about children, who are the future of our community. "
The proposed Horsham Regional Water Play Park will be the first water play park for the Wimmera region.
Built along the Wimmera River, the planned park would consist of four different 'zones' that reflect the Wimmera river catchment area.
The overall cost of the project is estimated to be $2,617,000.
