The graffiti was spotted on Thursday morning but a Horsham resident reported the symbol to the police early Saturday morning.
"The police told me that that can make a report about it but can't do anything to remove it," the resident said.
"They went on to say that they don't have the resources to do that and I needed to call the council.
IN OTHER NEWS:
"I called the after hours council number and they informed me that they can't do anything about graffiti after hours, but they made note of it for the Horsham office to look at it on Monday."
A Horsham Police officer said while though graffiti is an offense, it is up to Horsham Rural City Council cleaning crews to remove the graffiti.
The graffitied sign is across the road from the May Park playground, which on a sunny, long weekend attracts many visitors.
Earlier this year, a neo-nazi group gathered in Halls Gap in an attention seeking public display chanted 'white power' chants and performing the reviled Nazi Sieg Heil gesture, along with referencing the Ku Klux Klan.
