The masterplan aims to better connect three key town locations; Goldsworthy Park, Jaypex Park, and Nhill Lake in an effort to boost tourism and commerce in the area.
Hindmarsh Shire Council tourism officer Jeff Woodward said creating better linkages in town would lead to longer tourist stays.
"A lot of visitors stop at the shops and then move on and don't bother stopping again at Jaypex Park," he said.
"Other visitors stop at Jaypex park and don't bother stopping again at the shopping area.

"Nhill Lake is not visible from the highway or main street and remains an unknown attraction to many visitors."
Wimmera Mallee Tourism has engaged Ballarat-based consulting company Thomson Hay Landscape Architects to deliver the masterplan, which will be among many masterplans planned for the Wimmera Mallee tourism region.
The draft plan will be available for a period of a public comment once released. Council will inform the public of the plan's release date sometime in the future.
The new streetscape would not provide any additional shops to Nhill, but Mr Woodward said the project will attract businesses to potentially move to the area.
"They may be certain new facilities prioritised by the masterplan in regards to beautification and greater tourism activation of the areas within the scope," he said.
"However no details of these have been provided by the consultants as of yet."
Hindmarsh Council Mayor Ron Ismay said the plan would lead to greater visitor spending in the town.
"Council thanks Wimmera Mallee Tourism for this masterplan initiative. The Nhill Streetscape Masterplan will provide a strong document for leveraging funding for the implementation of the plan's recommendations leading to greater visitor spend and continuing to strengthen the visitor economy," he said.
Wimmera Mallee Tourism will seek public feedback on the plan, which can be submitted online.
Further suggestions in relation to the scope of the project must be received before 3pm on Friday, March 19.
