Rates are in focus again as the Horsham Rural City Council passed a series of recommendations from the Victorian Government.

Council rates are a hotly contended topic, leading to an independent review committed by the Victorian Government in 2019.
At the Monday, March 22 meeting, the Council noted the State Governments recommendations and passed the report to send feedback on several recommendations that impact Horsham.
There were 56 recommendations from the independent review; the State Government responded with 27 supported in full, nine supported in principle or part and 20 not supported.
The council's approved the recommendation to respond to the State Governments response to the review.
Ten recommendations have been identified as issues by the Horsham council, six are not supported, three supported in full and one supported in part.

Councilor Ian Ross said it's important to respond.
"At the present time, there are inequities in the rating system," Cr Ross said.
"For example, mining companies do not have pay rates, nor do power generation authorities.
"Our recommendations are in response to that."
Councilor Di Bell said she believed they need to include advocacy.
"In recent it's become quite apparent that State Government's are quite happy to move different things on to the local governments to fund," she said.
"There needs to be a review on how the funding arrangements occur."
She said some extra items that will require funding would not be able to be sustained.
These recommendations will be sent to Local Government Minister Shaun Leane.
