It comes as New Zealand is set to announce a date for the opening of a trans-Tasman travel bubble, which would allow Australians to visit without quarantining.
Australia reported no locally acquired cases of COVID-19 on Monday, despite a recent outbreak in Queensland which spread to NSW.
Greater Brisbane, Byron Shire in NSW and the Gladstone Region in Queensland remain orange zones under Victoria's permit system, with non-essential travel discouraged.
