Two videos were uploaded to a social media app depicting animal cruelty on February 27.
It is not known when or where the videos were filmed.
A member of the public attended Horsham Police Station and showed police the videos.
The 19-year-old man who was questioned in relation to the videos is is expected to be charged on summons with cruelty to an animal.

However, Police are yet to identify a different man, who is depicted in the second video.
Investigators have released an image of a man they believe can assist with their enquiries.
