There were no new infections from interstate.
The federal government came under fire at the weekend after Prime Minister Scott Morrison said there were no new targets for completing first doses in Australia's COVID-19 vaccination program.
It comes following the recommendation the AstraZeneca vaccine, upon which the Australian vaccination program heavily relied - only be given to people over the age of 50 amid concerns about blood clotting.
"While we would like to see these doses completed before the end of the year, it is not possible to set such targets given the many uncertainties involved," Mr Morrison said.
"We will just get on with the job of working together to produce, distribute and administer the vaccines as safely and efficiently as possible."
More than 1.1 million people have been vaccinated as part of the rollout.
More than 900 vaccine doses were administered in Victoria in the 24-hours to midnight.
