The community reference group will consider the Haven Recreation Reserve's future use and will work with Horsham Rural City Council to create a shared vision.

The reference group will draw members from various user groups associated with the reserve, such as Haven Community Enterprise Inc., Horsham West and Haven Primary School, Haven Tennis Club, Horsham Dog Obedience Club the Haven Hall.

Horsham Rural City Council Mayor Robyn Gulline said the council sought community members not affiliated with the user groups.

"We are actually looking for two people who aren't associated with any of those five (user groups), who may be attached to other Haven rec users so that we get as many diverse views as possible," Cr Gulline said.

"The community representatives must be willing and able to constructively participate in discussions to reach outcomes that benefit the broader community.

"We especially would like to hear from you if you are new to Haven or are between the ages of 15 and 49."

Haven Community Enterprise Inc. representative Sue Exell said the Haven Recreation Reserve's current facilities were too old and needed improvement to keep up with the town's growth.

She said the group would refer to a draft precinct plan for the reserve brought before the council in 2014.

"The hall is really old. It was built in 1953 and it is just tired and doesn't really serve the community now that the community is growing," Ms Exell said.

"Haven is changing. It is growing into a really great space for families. We also have a lot of older couples moving here since they don't want to take that step of moving off a farm straight into town.

"It is a really important piece of work that is being done."

Ms Exell said she wants to look at the reserve's sporting facilities - and hopefully build a football oval.

"So far we have a soccer field, which is a rectangle, but the plan is to build an oval. We can introduce cricket and football, whether it is junior training or eventually leading into a club," Ms Exell said.

"We have tennis, but if we can get these other sports and create these fields, you never know, we could end up with the cricket or football team.

"The plan is to develop a sports field but it is not all about sports. It might be seating down near the wet lands, walking tracks for people walking around the area, proper parking areas. Just to make it nice for people visiting."

Haven Tennis Club representative Lisa Fulton said the club hopes to get lights installed at the reserve.

"We are looking at possibly getting lights for the tennis club so that we can start having night competitions and utilising the space not just in the summer but in the winter competitions," Ms Fulton said.

The first of up to seven two-hour workshops will be held by the end of April, and the project is expected to be completed by the end of September 2021.

Expressions of interest in the community reference group will close at 5pm, April 23.
