Both people acquired the virus overseas and are currently in hotel quarantine, the Department of Health says.
The state is now managing 19 active cases.
Victorian authorities received the results of 13,951 tests in the 24 hours to midnight last night.

They also gave out 4519 vaccine doses.
Victoria has now administered 176,827 doses.
Yesterday, the Victorian government committed $50 million to developing mRNA vaccines similar to the ones Pfizer and Moderna use.
Those types of vaccines contain genetic codes rather than the virus itself.
Acting premier James Merlino said mRNA vaccines are highly effective and can be manufactured quickly and easily.
The national cabinet is expected to meet today to deal with the nation's beleaguered vaccine rollout.
Fellow ACM-owned newspaper the Canberra Times understands there are expectations of quite a few "concrete outcomes" from the meeting.
Monday's meeting involved "a lot of information", including from the secretary of the Health Department Brendan Murphy and the president of the Australian Medical Association Omar Khorshid, the paper has been told.
