A new rule that has been in place since the beginning of the HDFNL Reserves football season is "completely club driven", according to HDFNL chairperson Fred Mellington.

There are no longer boundary umpires in reserves games, with the boundary being monitored by the central umpire.
"It has come into place, because for two seasons, not counting last season. Clubs have put forward the proposal that their volunteer base is that short that they can't find volunteers to run the boundaries," Mellington said.
Mellington also stated that clubs can't agree to provide their boundary umpires and that the policy is a blanket rule for the whole grade.

The central umpire determines if the throw is fair and nominates which team is in the attack based on the central line of the ground.
The rule, however, is only in place for the regular season, with boundary umpires being provided for the finals series.
