The Structure Plan has been an extensive exercise in planning with work taking place since March 2019.
Northern Grampians Shire Council Mayor Murray Emerson said council were now ready to adopt the plan and use it as a guide for their decision-making in the future.
"The basis for the structure plan is to make sure we are planning ahead and we are realising the opportunities that will come to council over the next few years, mainly in regards to planning and development," he said.

"The structure plan is incorporated into the overall four-year council plan, and between those two plans it is the driving force that we use over the next four odd years.
"From the structure plan it is more about us realising the opportunity for potential development and making sure we incorporate it into our plan and our thinking."
This structure plan component is the second part of Stawell Town Plan Project which council started in March 2019 along with the Western Highway Urban Design Framework Project.
The final version of the structure plan has been prepared based on the draft that was presented to Council in November 2020 and the draft has been updated with the comments and feedback received during the public exhibition of the structure plan in December.
The purpose of the structure plan will be to:
- Identify locations for new residential development, including opportunities for infill housing.
- Focus on key access roads and traffic management solutions in the township.
- Confirm the key economic and employment opportunities of the town.
- Identify the key characteristics and features of the township that should be protected.
- Embed a network of public open space and community facilities.
OTHER NEWS:
A key aspect of the plan was urban planning, with the area in south Stawell, between Sloane Street and London Road identified as an area for future residential development.
The plan said "it is likely that this land can accommodate the majority of Stawell's greenfield development demand over the next 30 years and beyond".
The 135 hectare precinct has the potential to accommodate approximately 800 to 1,200 new dwellings according to the plan, but this should be developed over time as required by demand.
