Instead of a procession down Firebrace Street organisers have decided to move the festival to the showgrounds, to allow an easier control over numbers.
Attractions and performers are tentatively booked in, with uncertainty still surrounding what COVID-19 restrictions will remain in November.
Councillor Di Bell is on the planning committee of Kannamaroo and said organisers were planning a "modified festival".
"Because of COVID we really can't close the main street and have uncontrolled crowds. So this year we have decided to still do the Friday like we did last year with shopping and a few other things that are manageable, depending on COVID restrictions," she said.

"The idea of having it down at the showgrounds is that we can control numbers. We can divide areas off if that is required and have different numbers in different areas.
"We are planning on doing things bigger and better than last year, but in a controlled format."
In 2020, rides and attractions for the festival were booked on four weeks' notice due to concerns around COVID-19 restrictions at the time.
Members of the public could see drive-in performances from the comfort of their car, to maintain social distancing.
A Black Friday sales event was held to encourage people to come into town and to support Horsham businesses.
Cr Bell said festival organisers were still looking for feature programs to fill out the rest of the ticket.
"We have a lot of tentative things booked in, because we need to be able to confirm them depending on what develops in terms of restrictions. Because it is at the end of November we have a little bit of time to actually start to get a bit more firm with things," she said.
"In actual fact, Kannamaroo was first developed by the river, it was at Sawyer Park. But the actual idea of Kannamaroo was meeting by the water. So it is interesting that we have done a bit of a circle.
"We moved away from the water when the water disappeared in the millennium drought, that is why it moved to the main street, and we have done a bit of a circle with the next disaster we have had to deal with.
"We try to evolve. We are determined to have a festival but will need to modify it to suit whatever happens at the time."
