The St Brigid's College year 11 student was one of only six swimmers in the 17-19 boys category selected in the team.
Briggs will find out at a later date when training and events for the team are to take place, but for now, he is just excited that he will get the opportunity to represent Victoria.
"Yeah I am pretty proud I didn't expect it too much but I never really like kind of planned for it I guess," Briggs said.

"I just kind of go in and hope I get it."
Although the 17-year-old has had an extremely successful time in his young swimming career, this is the first time he has been selected for Victoria.
"I've heard from people that I swim with that have made the team and the one thing that they've all said is that it's a really amazing opportunity, so it's got me pretty excited," Briggs said.
The star breast-stroker is just coming off a two-month break after a successful performance in the School Sport Victoria State Swimming Championships in Melbourne in April.
In Melbourne, Briggs competed in several events; however, his best results were an impressive third in the 50-metre breaststroke and the 200-metre individual medley.

During his two-month hiatus, the star swimmer still found some time to hone his craft.
"I have been in the pool still a bit cause I just don't want to kind of lose everything I have," he said.
Unfortunately for the young swimmer, the past year's various lockdowns have restricted his access to pools; however, he hoped to make up for it in the year ahead.
While Briggs does hope to one day swim as a career, he maintains a healthy attitude with the sport.
"I want to take it as far as I can physically go but I always make sure that I'm always having fun doing it," he said.
