A 12-person Community Reference Group has led the creation of the concept plan, using feedback gathered through the City to River Masterplan.

The plan suggests the following changes to the City Oval and Sawyer Park Precinct:
- New multi-purpose pavilion and clubrooms.
- A second netball court.
- An enclosed and roofed stage near the existing scoreboard suitable for large music events would be constructed with dual frontages to City Oval and Sawyer Park.
- Expansion the City Oval playing field.
- Additional entry points to the precinct off Baker Street and O'Callaghan's Parade.
- Reconfigured perimeter fencing to increase public access.
- A purpose-built netball facility with toilets and change facilities, meeting rooms and canteen.
- A public toilet adjacent to the Cenotaph and Memorial Drive.
The Community Reference Group (CRG) is now steering a six-week consultation process.
OTHER NEWS:
A public expo at Jubilee Hall will be held later in June, where people can provide feedback in person.

Once the plans are finalised, the council will seek external funding to help with the project's delivery.
