South Australian premier Steven Marshall said the state's transition committee met yesterday morning to draft the new directions which came into effect on the same day.
Regional Victoria who enter South Australia under the new direction will have to have a COVID-19 test within 24 hours, and must remain in quarantine until they receive a negative result.
Commercial transport and freight service workers and cross border community members are exempt from testing if they can produce evidence of a negative COVID-19 result within the previous seven days.
Essential travellers, who are cross border residents, are not required to comply with travel restrictions, including testing requirements, if they have remained within the 70km bubble in the past 14 days.

Premier Marshall said the easing of regional restrictions in Victoria will also include Geelong, while residents living in Greater Melbourne will still be restricted when it comes to travelling.
Restrictions will apply to anyone who has been in Greater Melbourne in the past 14 days prior to their arrival in South Australia.
Those looking to enter South Australia after being in Greater Melbourne will be denied entry. Only people who are essential travellers or permitted arrivals are able to enter the state.
Permitted arrivals include SA residents, people relocating and people escaping domestic violence.

They must get test 24 hours after entering, and must also complete tests on day five and 13. They also must self-quarantine for 14 days and wear a mask when in contact with the public for 14 days after their arrival.
Mr Marshall said he is hoping that restrictions with Greater Melbourne can be lifted soon, stating the SA Government doesn't want restrictions in place for one day longer than they need to.
"Hopefully we get some good news in regards to Greater Melbourne in the coming days," He said.
