Although it is an entirely regional-based competition, the lack of specific information coming from the state government, while allowing training, but not allowing competitors to play, eventually forced the board's hand.
Horsham Falcons' assistant secretary Gavin McRoberts said he was disappointed, but understanding of the decision.
"They've basically run out of time," he said.
"It doesn't look like the Victorian Government is going to allow us to start playing again until probably the end of this month, which gives no one any time to play any games of anything really.
"We got three-quarters of a season in, that's better than nothing."
The Falcons Senior side finished the season in sixth on 17-points, nine-points behind Ballarat United North in the fourth and last finals' position. Had they got their remaining regular season games in, the side were still a "mathematical chance" of making finals according to McRoberts.
"We've got a pretty good group so hopefully we can keep a lot of them together and give next year a good shake," he said.

The BDSA said while training was allowed, it was simply not in a position to set dates for the "recommencement of competitive games".
"There were other considerations such as the school holidays finishing on October 3 and the state being open for regional travel," it said.
"Under these circumstances with no certainty of starting dates (so) the BDSA Board have decided to cancel the remainder of the BDSA Season."
Individual awards like the league best and fairest and golden boot titles will be awarded while a decision on premierships hadn't been publicly announced at the time the Wimmera Mail-Times went to print.
The Falcons are planning on having a Best and Fairest vote once they can start getting back into venues and are hopeful their younger sides can keep training for the rest of this month.
