Councillors elected Robyn Gulline with a majority of votes.
Councillors Gulline, Penny Flynn, Les Powers and David Bowe voted for Cr Gulline.
Chief officer Suhil Bhalla welcomed the councillors, and members of the public to the meeting.

Firstly, term of office for mayor was determined.
It was decided mayoral term will be one year, this was passed without debate.
Second item was the election for the mayor.
Nominations were councillors Robyn Gulline, Di Bell and Claudia Haenel.
Each candidate spoke for a maximum of five minutes and spoke in alphabetical order.
Cr Bell said she wanted to bring a different style of leadership to the chambers.
She said the last 12 months were "full on".
"My intention is to lead with connection and community," Cr Bell said.
"Leadership is about managing passionate people."
Cr Bell spoke about the diversity of council and the ability to represent the community.
She asked if councillors believed they were working at the best of their ability.
"Community wants connection too," Cr Bell also noted.
"The community elected us because they believe in us."
Cr Gulline said it was an honour and privilege to serve the community.
"This has been a challenging year," she said.
"COVID-19 has continued to force us to be creative."
She said speaking with community members have been the highlight of the past 12 months.
"Overwhelmingly, community member have told me they are happy with council decisions," Cr Gulline said.

Cr Gulline spoke about her term as mayor over the past 12 months including communications she has implemented.
She said if council elects another councillor, Cr Gulline would happily continue to serve her community.
Cr Haenel said she was standing because of the community.
She also said good decision making it vital for the community.
"The role of a leader is complicated," Cr Haenel said.
She said gratitude, trust, respect, personal restraint, and courageous are the five attributes of leadership she believed makes a good leader.
"I don't always get it right but I try," she said.
"When my best is not good enough, you'll help me along the way."
A deputy major was not elected for Horsham Rural City Council.
