Under the plan, the rules governing Victorians will fall in line with cross border community members will meaning any Victorian from any LGA will be allowed entry, providing they register an application and are approved.
These rules apply from Tuesday, November 23.
Here's everything you need to know about the new requirements for entry.

New Website
On Friday, November 19, just prior to the restriction changes on November 23, the South Australian government launched a new website - EntryCheck SA.
Accessible at sa.gov.au, and replacing the Cross Border Travel Registration application and SA Health exemption form, EntryCheck SA will assess an individual's vaccination status, departure location and COVID-19 risk.
All interstate visitors to South Australia will need to register before entry.
EntryCheck SA is only available for people planning to travel to South Australia from November 23, travellers planning to enter South Australia prior to that date must still complete the current cross border permit process.
Logging in to EntryCheck SA requires a mySA GOV account, if a traveller does not have such an account, they will need to set up an account.

Entry Conditions
Fully vaccinated travellers are graded on a scale of 'very low risk' to 'high risk and international'.
Vaccination requirements apply to every traveller over 12 years and 2 months old.
A traveller's risk factor is defined using their local government area.
An LGA with 'very low risk' is one without evidence of community transmission.
An LGA with a 'low risk' is one with evidence of community transmission, but also with a 90 per cent vaccination rate, and will require a COVID-19 test 72 hours prior to arrival in South Australia, and daily symptom checks for 14 days after arrival.
An LGA deemed a 'moderate risk' is one where there is evidence of COVID community transmission, and a vaccination rate 80 per cent double dosed or higher.
Travellers in this category also require a COVID-19 test 72 hours prior to arrival at the border, another COVID-19 test 24 hours beforehand (or the ability to quarantine until a test is taken) and then daily symptom checks via Healthcheck SA.
OTHER NEWS:
Travellers who fall into the 'high risk or international' category are those from LGAs in which there is evidence of COVID-19 community transmission, and a population vaccination rate of 80 per cent double dosed or lower.
High risk travellers must have a negative COVID-19 test result received in 72 hours prior to entering South Australia, must quarantine for 7 days using HealthCheck SA, must take a COVID-19 test within 24 hours of arrival, and again days six and 13 since arriving in South Australia.
High risk travellers must also complete a daily symptom check for 14 days after arrival and cannot attend high risk settings or COVID Management Plan events for 14 days after their arrival in the state.
Unvaccinated travellers planning to enter South Australia must apply for an exemption to be let into the state.
Applications for an exemption can be made during a traveller's EntryCheck SA application.
Travellers who have only received one dose of a vaccine will be counted as unvaccinated.

Cross Border Communities
Residents of border communities can use the EntryCheck SA website to apply for a Cross Border Community Approval.
Once approved, a resident may enter South Australia without restriction if they are fully vaccinated and have not left the cross border corridor in two weeks.
They will not have to get weekly COVID-19 tests.
The cross border corridor is currently 70km from the South Australian border, excluding Portland.
If a resident of a border community has left the cross border corridor, they can still enter South Australia but must have a COVID-19 test within 24 hours of arriving in South Australia.
Exemptions
Exemptions from conditions of entry can be requested after a traveller receives the result of their initial application.
Reasons for exemptions include end-of-life visits, attending the funeral of a direct family member, urgent medical or dental treatment, national and state security and governance, if a traveller is a specialist worker in an essential sector, if a traveller is a commercial transport and freight worker.
Exemptions may also be granted if the situation involves domestic violence, if a traveller is just passing through South Australia or if the traveller is a returning South Australian resident.
