Water has begun flowing into O'Callaghan Parade in Horsham as the Wimmera River continues to rise.
The river level has gone above the 1909 Horsham flood record at the Walmer station.
The river rose five inches at Walmer in four hours from 10am.
The 1909 flood mark at Walmer is 3.87 metres. It was measuring 3.997 metres at 6.51pm.

The river broke banks at the Horsham Caravan Park earlier today.
Mail-Times photographer Paul Carracher said the lawn tennis courts next to the Horsham Botanic Gardens were flooded.
He said the caravan park was being evacuated.
He said the little flood marker of 1981 is under water but the river has some distance to go before reaching the expected 1909 flood level.
The Horsham Flood Incident Control Centre yesterday predicted the river at Horsham to peak between 3.8 metres and 3.85 metres.
At 11am, the Drung Drung gauge was measuring 4.702 metres but the water level had plateaued. At 1.15pm it had dropped slightly to 4.699.
The Yarriambiack Creek station is recording 1.289 metres.
