Community consultation revealed demand for an upgraded Central Park play space, leading the council to adopt a precinct plan in 2023.

The proposed redevelopment qualified for a Sport and Recreation Victoria grant program with a 1:4 funding ratio, which requires the council to contribute $250,000 to the $1.25 million project.

The HRCC resolved not to submit the application.

Mayor Ian Ross said the council supports the project but cannot commit to funding.

"As a new councillor team, we want to understand the council's finances better," Cr Ross said.

"We are dealing with the upcoming budget, and there are already commitments that we need to honour," he said.

"We also appreciate that the community has contributed to the plan and that council staff have worked hard to get the project ready for funding."
