The committee has adopted the slogan Don't Rubbish Horsham for this year's Tidy Towns awards to encourage people to take pride in their city.
Mr Johns said litter was becoming an issue in the city.
"Lately there's been a lot of rubbish around," he said.
"Stop throwing rubbish around."
Mr Johns said people should instead discard items at the city's transfer station.
He said if people noticed litter, they should call Horsham Rural City Council.
"Don't rubbish Horsham - we're watching you," he said.
Mr Johns said he had received much interest in the Wimmera Mail-Times Horsham Tidy Towns Awards.
He said he had not received any nominations for the awards yet, but he expected them to start rolling in this week.
"We hope to get an entry in every category at least one."
Mr Johns said entries closed on May 10.
He said people could call him on 5382 2803 or secretary Sherrie Jeffrey on 0419 891 829 for more information.
