Mr Russell, who served on council since October last year, said personal reasons were behind his decision to step down from the role.
Chief executive Justine Linley said Mr Russell’s contributions during the past 13 months were appreciated.
“On behalf of Northern Grampians Shire Council I would like to thank Mr Russell for the dedication and commitment he has displayed during his time in the role,” she said.
“He has been a strong advocate for residents and the business community and we wish him the very best for the future.”
Mrs Linley said Mr Russell had acknowledged the great work of his fellow councillors in his letter of resignation.
She said she had spoken to Minister for Local Government Jeanette Powell to start the process for a by-election in the south-west ward to fill the vacancy.
Mr Russell’s resignation follows that of Kara Kara ward councillor Jim Anderson in September.
Mr Anderson was replaced by Merrilee Reid, who took the oath of office at council’s statutory meeting on November 28.
