Mayor Ron Hawkins said council was moving on with the project.
"At the latest council meeting we confirmed our commitment to the project," he said.
"We now have in our hands the landholder agreements."
The project has been in the development stages since 2010.
It involves turning a combination of private and council land into an industrial area with road access, electricity and water.
The project has been delayed several times due to issues with rezoning town land and landowner agreements.
In 2013, council agreed to downsize the estate after breaking a funding agreement with Regional Development Victoria and failing to complete work by March 30.
Cr Hawkins said it had been a long haul.
"We just have a few more legal confirmations to receive and if we obtain them in the next week or two, as expected, we will be on track to start work by the end of January," he said.
"It is very pleasing to see it come to a culmination."
Cr Hawkins said many factors had contributed to the delays.
"There were problems with landholder agreements, then there were surveying issues it is a complex operation," he said.
"The biggest impediment was the rezoning.
"Until that was solved, council's hands were tied.
"Unfortunately, it did go on a lot longer than we would have liked but we are pleased it is coming together."
More than $90,000 has been spent on the project to date.
Cr Hawkins said council hoped the estate would stimulate new activity within the shire.
"We hope it will help retain population and consolidate existing businesses in the town," he said.
"The opportunity for new businesses to come into town will be there as well."
