CHILDREN'S services in Horsham North are set for an upgrade as Horsham Rural City Council begins to implement parts of the Horsham North Urban Design Framework.

The framework is a development plan designed to rejuvenate the area. Council adopted the plan last September.
Horsham Rural City Council director of community services Angela Murphy said the initial stage of the plan would focus on providing social infrastructure.
"We've just appointed a consultant and an architect to look at how our early years services can work better," she said.
"The vision is to have a children's hub in Kalkee Road adjoining Dudley Cornell Park.
"We'll be looking at what service providers are interested in and by the end of September this year we will have concept plans and costing around a development there."
Ms Murphy said council would initiate surveys and run focus groups to determine what services were needed in the Kalkee Road hub.
"There might be things like kindergarten, day care, maternal and child health, visiting services and community space, but we've got to work through with our services and the community to determine that," she said.
Ms Murphy said the overall plan was based on long-term goals for Horsham North and would take time before major change could be seen.
She said the railway track had acted as a barrier for some people living in the area.
"It's all about rejuvenating and renewing the area," she said.
"We felt there was a need to have a strategic plan because there hadn't been one there before so it was important to have planning around how we do that.
"It's about working towards how we improve the connectivity of Horsham North to Horsham. That includes pedestrian access as well as improving the access to services."
She said council was working with the Horsham North residents committee on plans for the former freight hub site.
