Harrison, one of the Wimmera Football League's star players, will be a massive boost to the Kees' premiership ambitions.
The highly skilled utility played with the Eagles for the past four seasons and led the club to a preliminary final this year.
Harrison highlighted his versatility in the Eagles' two-point preliminary final defeat to Horsham by playing as a rebounding defender and ruckman.
He also represented the Wimmera league in its interleague win in May.
Dimboola 2013 premiership player Matt Magee will also cross back to the Kees after three seasons with the Roos.
Harrison said it had been a tough decision to move on from the Eagles, but the opportunity to work with former coach Steve Schultz and less travel helped him make the decision to move.
"I've got some really good mates at Warrack and I like playing there," he said.
"Travel's probably the main reason and the opportunity to be an assistant coach.
"My aim's to learn from working with Steve with his experience and football knowledge."
Kalkee president Dean Johns said the signings of Harrison and Magee were huge for the club.
"Ben Harrison will be a great inclusion to our side. We tried him last year but he wanted to stay at the Eagles," he said.
"He represented Country Victoria with Steve which is how he got to know him, and as a player he brings a lot of versatility."
Johns said Harrison and Magee would help keep the Kees in premiership contention.
"We're likely to lose five or six of our older players from this year, so to be able to replace them with younger guys who are recognised footballers will strengthen our team no end," he said
"We're still talking to a few other players including one for another assistant coaching role."
Harrison's departure is the second big loss for the Eagles, after playing coach Tim Inkster announced he would step down as coach and retire as a player after the preliminary final loss.
Warrack Eagles president Bernard Lindsay said the Eagles were looking for a new coach while trying to keep their list intact.
"Most seem to be hanging around and it should be a similar list to last year," he said.
"We just need to sure up a few guys."
