Horsham Acting Sergeant Kevin Taggert said no-one was hurt in the incident.
He said the seeder was being towed by a tractor towards Stawell when an axle broke, causing the seeder to roll.
Acting Sergeant Taggert said part of the seeder was towed away by a heavy vehicle tow truck, with the rest of it towed away by the tractor.
He said the highway was partially closed and was down to one lane of traffic for about five hours while the scene was cleared.
He said no charges would be laid after the incident.
