Apsley Leading Senior Constable Julie Bruce said the woman, 34, was driving on the Wimmera Highway about five kilometres west of Edenhope when she crashed into a tree about 5.30pm.
She said motorists passing by stopped and were able to pull the woman and her daughter, 5, out of the car before it burst into flames.
Both the woman and her daughter were taken by road ambulance to Wimmera Base Hospital in Horsham with minor injuries.
Leading Sen Const Bruce said police were investigating whether fatigue contributed to the crash.
She urged people to be mindful of driving when fatigued and to rest accordingly.
