Mr Johns died earlier this month after a short battle with cancer.
The service was at Horsham’s Uniting Church.
Mr Johns’ six children, Ian, Andrew, Tim, Stuart and twins David and Josephine, spoke fondly about their father.
They talked about his many community achievements and his love for the region.
They said Horsham was a better place because of him.
There were also eulogies from a number of community groups that Mr Johns was involved with.
Horsham Rural City councillor David Grimble spoke on behalf of council; Federation University Wimmera campus head Geoff Lord spoke on behalf of the university; Gillian Vanderwaal and David Eltringham spoke on behalf of Horsham Tidy Towns; Penelope Manserra spoke on behalf of the Wimmera Health Care Group Foundation; and Sue Frankham spoke on behalf of the Friends of the Foundation committee.
Reverend Tupe Loelu performed a song.
