Janet Dore’s appointment came into effect on Thursday and will run until August 23, 2019.
It comes after a state government inquiry into the council’s proposal to abolish differential rates and other governance issues.
“The municipal monitor will serve as an important asset for council and provide guidance where needed on its rating and consultation process,” Local Government Minister Natalie Hutchins said.
Ms Dore has extensive executive experience at local and state government level including a recent chief executive of the Transport Accident Commission and past chief of the City of Ballarat and City of Newcastle in New South Wales.
