The man was driving one of four cars which was travelling in a convoy when stopped by Horsham Highway Patrol just after 10pm on Sunday night.
Officers intercepted the cars which were driving on Horsham-Lubeck Road at Drung.
A 21-year-old Ballarat P-plater, allegedly returned a blood alcohol reading of .087 per cent. He lost his licence for six months and was issued a $484 fine.
A 21-year-old P-plater from Horsham, returned an alleged reading of .126 per cent. He lost his licence for 12 months and received a $685 fine.
A 21-year-old P-plater from Geelong, returned an alleged reading of .099 per cent and is expected to be charged on summons with drink driving.
A 29-year-old Horsham man, returned an alleged reading of .111 per cent. He is also expected to be charged on summons with drink driving.
Earlier in the evening, the same officers came across a 25-year-old Dimboola woman during a random intercept on McPherson Street about 6.50pm.
She allegedly returned a positive drug test and is expected to be charged on summons with drug driving.
