The Wimmera Catchment Authority has strategically placed 20 man-made structures in the river on Tuesday morning.
The authority's chief executive Dave Brennan said Horsham's Weir Park was known for a lack of fish habitats. He said the ideal habitat usually included logs or other sturdy structure.
"Habitats are created by large trees that fall in the river, however, this habitat can be almost incompatible with weirs," he said.
"During flooding events, we wanted to make sure the habitat will not move or cause any damage to existing structures like bridges."
Mr Brennan said the authority has submerged "fish hotels" in the river. The structures are PVC cubes with branches coming off the body.
He said the structures will help develop a stronger population of fish for future.
"We know there is a relation between fish habitats and the fish population being healthy and more productive," he said. "We looked at creating an artificial fish hotel to place in the river at strategic places.
"These structures will increase the amount of food availability for fish, which will help them become bigger and stronger.
"Over time we will see the fish population strengthen in this area with more and bigger fish."
