Victoria Police Senior Constable Alistair Parsons said the truck was travelling west along the Western Highway when it left the roadway and crashed through a fence shortly before 6.50am.
"The truck continued through a paddock before coming to rest in a drain," Senior Constable Parsons said.
"The driver and sole occupant of the truck, who is yet to be formally identified, died at the scene."
Police will prepare a report for the coroner. Officers are yet to release details such as the man's age and where he was from.
