It comes as one of three announcements that Minister Bridget McKenzie will make today.
Horsham Rural City Council received $1.49 million from the federal government to advance the project.
The total cost of the project is $3.03 million.
The upgrade will revitalise Victoria's fourth largest livestock exchange by building fixed roofing over its 23,400 metre yards.
It will ensure the livestock exchange remains a modern and competitive facility in the future years.
Meanwhile, the Wimmera River Discovery Trail project has been granted $600,000 from the federal government's Building Better Regions Fund.
The total cost of the project is $1.2 million and includes a 61 kilometre multi-use walking and cycling trail on the Wimmera River corridor between Dimboola and Jeparit.
In addition to this funding announcement, the Warracknabeal Regional Livestock Exchange was also successful in gaining federal government support.
Yarriambiack Shire Council received $204,137 for its Ram It Up project. The total cost of the project is $272,182.
The project plans will deliver an upgraded saleyard, which includes improved storm water management, lighting and shelters for users.
It will be compliant with a range of legislative, welfare, operational and environmental factors.
The proposed upgrades will extend the site's working hours and allow greater flexibility for users and livestock.
