Heath Richardson, 38, appeared at Horsham Magistrates' Court on Friday and did not enter a plea.
Richardson last appeared at court on March 13 and was denied bail. He was charged with trafficking a drug of dependence, among other drug and theft related offences.
Police prosecutor Sergeant Matt Haughton said police opposed bail. Ararat Acting Detective Sergeant Jason Boyd gave evidence in the witness box.
The court heard Richardson owned two properties in Ararat - on Moore and Lowe streets. Police arrested Richardson on March 12 after search warrants were conducted at the two properties.
At the Moore Street address police found a ziplock bag containing 32 grams of methamphetamine, $3000 in cash, a money counting machine, scales and a chainsaw and bobcat believed to be stolen items.
At the Lowe Street address, police found a bag containing $1000 in coins, 19 tablets believed to be ecstasy, a chainsaw, nail-gun and motorcycle, which were all believed to be stolen, three stolen vehicles and a tractor.
"Police believe Richardson has been trafficking drugs at both premises. Deposit slips for large amounts of money were found. Richardson receives Centrelink benefits and has no other source of income," Acting Detective Sergeant Boyd said.
"Investigators believe he has been trafficking illicit drugs in the area, including methamphetamine, Oxycontin and LSD. Richardson has told police that the drugs located were for personal use. He has not identified any co-offender in the case."
The court heard the drugs seized during the search had not been tested.
"It was ice and I'm taking it as that. We won't get them analysed at this time or until Richardson enters a plea," Acting Detective Sergeant Boyd said.
The court also heard that any drug over three grams in weight was considered a trafficable amount.
Defence lawyer Alex Wolf said Richardson did odd jobs around the region and was paid in cash. He also argued that there was no evidence Richardson was the original thief of the stolen motor vehicles.
"There are no corroborating evidence of transactions taking place of drug trafficking. He has told police that he has heavy drug use with at least a one-gram-a-day habit," Mr Wolf said.
The court heard that Richardson would live with his sister and her partner if he was released on bail. However, the court heard he would be at home by himself for a significant amount of time each day.
Magistrate Mark Stratmann said the number of alleged offences were serious.
"Trafficking is particularly serious offence - especially in country areas," he said.
Mr Stratmann said Richardson's family support was significant, however Richardson would have very strict bail conditions if released.
"I do not find compelling reason for bail. I am concerned about the time he would be unsupervised. There is likely cause that he could re-offended," he said.
Richardson was remanded in custody and will next appear at court on May 27.
